[RRC-XX] Raise RARI DAO V1 Proposal Quorum

Abstract

This proposal amends RRC-18 by increasing the quorum of the legacy RARI DAO V1 Governor from 15% to 20% of the total voting power supply.

The proposed change is limited to the V1 Governor and does not modify the quorum parameters of the current or any future canonical RARI DAO governance architecture.

Motivation

RRC-18 increased the V1 quorum from 10% to 15% to strengthen the minimum participation required for governance proposals.

Since then, the distribution of voting power and participation in V1 governance have continued to evolve. Under the current configuration, the 15% quorum represents a relatively low threshold for large voting positions to satisfy the minimum participation requirement.

Increasing the quorum to 20% would strengthen this requirement and encourage broader participation before a V1 proposal can be considered valid.

Rationale

A 20% quorum represents a moderate increase from the existing 15% threshold.

The objective is to strengthen the resilience of V1 governance while avoiding an unnecessarily high quorum that could make legitimate governance activity more difficult.

Rather than defining a permanent quorum target for RARI DAO governance, this proposal makes a targeted adjustment to the existing V1 Governor. The parameter can be reassessed if voting power distribution or participation materially changes.

The action changes the V1 quorum from 15% to 20%. No other governance parameters are modified.

Steps to Implement

If approved through the RARI DAO governance process, the proposal will execute the following call on the V1 Governor:

updateQuorumNumerator(20)

Upon successful execution, the V1 quorum will be updated from 15% to 20%.

Timeline

The RRC Draft will remain on the forum for at least seven days for community review and feedback.

Following the discussion period, the finalized proposal may be submitted onchain through Tally. If approved, the quorum update will take effect following successful execution through the standard governance process.

Overall Cost

There is no additional cost to the DAO associated with this proposal beyond standard governance transaction costs.

I personally do not see anything against this.
Just one question @Kaf_Anode, in terms of veRARI, how much would the minimum veRARI be to reach the quorum now?

Based on the current voting power supply, a 20% quorum would be approximately 13.9k veRARI. The exact amount can vary slightly between proposals, since quorum is calculated against the voting power supply at the proposal snapshot.
