Placebo proposal to test if DAO voting process works with Protocol Contracts

This is just a placebo proposal (effectively does nothing at the moment) to test if the whole Flow works and DAO is able to control and manage Procotol Contracts after ownership transfer is done.

This proposal sets protocol fee to zero (which is the case currently, so no changes are to be made)

To make it happen Timelock contract should call UpgradeExecutor contract (0xb23BCD4F668365B1c9Ec4B4DF79915bF8c76C5b5)

it should call execute function
upgrade address should be 0xcaC1fE02cB051672D93eE390136B8E10301B6709 (SetProtocolFeesAction)
calldata should be 0x828bd7fe000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000
value should be 0
