[RRC-XX] Replacement Delegate Incentive Program for Q1 2025 and Beyond

@coffee-crusher Agree that long-term success is a main criteria here.
With Q2 we do have the issue, that most delegates do not reach the 2k threshold and hence would not be eligible for incentives (aka the $30k would be split between the 1-3 delegates that still have voting power). The gov migration was promised much earlier, so that’s an unfortuante situation.

Though, that’s where the quarterly approvals come in handy, so it’s possible to make amendments and e.g. grant the delegate cohort participants some stipend.

So from my perspective, the quarterly issues are essential as long as the gov system is migrating. I’d suggest to change to multi-sig next year.

Hi @Jose_StableLab, just following up on RRC-42. It’s been over 48 hours since the proposal was queued. Just checking if execution is still scheduled to go through soon. Appreciate your help finalizing this payout cycle.

In light of RRC-42 passing, the Q1 payout proposal under the RRC-40 delegate incentive framework, we’ll continue operating the program as originally outlined in RRC-40 for Q2.

With StableLab’s voting power now reinstated, future proposals should not have quorum issues moving forward.
